Judge Montgomery for the Federal District Court of Minnesota granted the Metropolitan Airports Commission's and its officers' motion for summary judgment on plaintiff's claims of Section 1983 violations, Section 1986 conspiracy, and other state law claims allegedly arising out of plaintiff's arrest at the international airport. Among other things, the court held probable cause existed for Plaintiff's arrest, the amount of force used by the officers was reasonable under the circumstances, and that the MAC and its officers were entitled to qualified immunity and official immunity.
